Main missions :
Administrative and financial monitoring of every project :
· Regularly updating budget follow-up (BFU) tools in line with accounting records and donors’ contractual requirements
· Flagging any potential discrepancies · Controlling accounting operations, in particular analytical allocations, In coordination with the external accountant of PULSE Balkans
· Controlling and archiving supporting documents
· Updating information on donor platforms in line with contractual requirements
· Contributing to the production of financial reports
· Ensuring compliance with donors’ deadlines for financial reporting
· Contributing to the coordination and management of audits
· Contributing to the preparation of administrative files, in particular grant applications
· Supporting the CFO on transversal support functions
In coordination with CFO, you will contribute to the financial management of PULSE Balkans : budget monitoring, management control, cash flow and client relations:
· Updating and optimising the budget analysis and dashboards for the Balkans to support decision-making · Following up and updating accounting records in coordination with the accountant
· Contributing to the preparation of the annual forecast budget and quarterly budget revisions
· Supporting the preparation of the entity’s year-end closing
· Ensuring cash forecasting and cash management
· Management of cash transfers
· Monitoring of all the legal requirements of PULSE Balkans in close coordination with the Legal Representative, and the Board
In coordination with the Projects’ managers:
· Developing an in-depth understanding of programmes/projects and all related agreements, in order to ensure accurate budget and programme follow-up
· Implementing BFU templates and administrative procedures
· Supporting the implementation of BFU : arbitrations and allocation of expenses to the appropriate funders, in close collaboration with operational teams
· Updating BFU tools and expenditure status
· Adapting procedures in line with operational issues/needs/constraints
· Drafting notes on eligible expenditure by funder or on specific procedures
In coordination with the Development Department:
· Monitoring agreements and disbursements
· Drafting notes on administrative and financial topics (e.g. VAT-related issues)
· Budget monitoring: tracking income and identifying remaining funding gaps
· Preparing contracts/agreements and following up on invoicing to funders and clients · Contributing to donor reports and overall project reports
· Preparing budgets for responses to calls for proposals and for service provision
Profile
You hold a degree or a university degree (finance, management control, accounting, project management, international development, economics, etc.);
Ideally, you have at least one previous professional experience in a similar position (budget monitoring, reporting, management control, etc.) and a good understanding of international, public and private donors;
You understand the challenges related to financing associations working at international level;
You are rigorous, have strong analytical and summarising skills, and are very comfortable with figures and Excel; You are fluent in both written and spoken Serbian and English; proficiency in French is an asset;
You have a genuine interest in entrepreneurship, innovation and the social and solidarity economy (SSE) in general;

Conditions: Local contract, part-time (20 hours), 1-year contract, renewable
